Many cities face tremendous water-related challenges in this Century of the City (Peirce and Johnson 2009). Many of the challenges result from urban population growth and climate change. The population of North Texas, home of the Dallas-Fort Worth Metroplex (DFW), is projected to double by 2060 from 6.6 million in 2010 (Vision North Texas 2010). Urban areas are particularly susceptible not only to excesses and shortages of water but also to water quality. Even moderate rainfall can quickly fill and overflow urban water courses. Flash washoff of large impervious areas can quickly contaminate storm water. Urban water challenges are exacerbated by the fact that they tend to be approached in isolation rather than in concert (Brown 2009, Daigger 2012, Grigg 2011, Tucci 2009).
